Let me make this depend on Issue 198948, the meta-bug to switch WebKit's WebGL implementation to use ANGLE. Once that is done, a conformant WebGL 2.0 implementation will be feasible.

Blocking on Bug 205483 directly since Bug 198948 might not be able to be resolved for all ports in the short term.
