This will track all the work related to Web Animations. Including:

- Improving/refactoring/reimplementing our animation engine
- Moving CSS and SVG over to using the new engine
- Potentially implementing some of the public API
- Anything else

@Antoine Quint: Are you aware of this old bug? And of bug 101660? I saw that you opened new Web Animations bug entries recently, so we should probably do some bug triaging with the old one.

Web Animations has shipped in Safari 13.1 and iOS 13.4. Closing this.
