A number of WPT tests under css/css-animations and css/css-transitions fail, time out or are flaky. We need to make them all pas.

First two subtasks with patches attached are bugs 203475 and 203476.

The new tests were imported in bug 203291.

I don't think it makes sense to track this umbrella bug anymore.
