Let plugins run when the user activates them. When initially loaded, they show a placeholder. This is something that is turned off by default.

Webkit Plugin support has been removed and also NPAPI support is gone. All dependent bugs to this are also marked as closed. Can this be marked as "RESOLVED FIXED", "RESOLVED WONTFIX" or appropriate? Thanks!
