WebKit1 SPI introduced in rev 129567 is not implemented on Windows, causing http/test/security/cross-origin-local-storage-wk1.html to fail.

Test to be removed in https://bugs.webkit.org/show_bug.cgi?id=218373 as we now test the behavior via internals.settings.
