In theory using ICU (http://trac.webkit.org/changeset/105997) should fix a lot of tests. However, some of them are still failing. Let's skip them for now and track this issue here.

Only bug #66500 was indeed affected by this change. Removing the others bugs from block because those layout tests are still failing after this patch, so they may be unrelated. I believe we can close it now.
