cvs-create-patch has a couple of irritating flaws
 1. It doesn't handle files/directories that don't exist in the local repository when they are passed as 
arguments
 2. New files don't get the correct path attaached

This patches problem (2)

Okay this fixes problem (2) -- where the correct path is not given for new
files.

Unfortunately I don't know perl so can't be sure it's actually correct -- it
produces the right output though, which i find promising.
