RenderThemeWin has support for the spinbutton control thanks to bug 38381, but RenderThemeSafari does not. This means we can't meaningfully test this control on Apple's Windows port, because we use RenderThemeSafari in DumpRenderTree.

We don't want Windows to look like Safari. This bug is no longer valid.
