In bug #239016 we told gi-docgen how to link to the GLib/GObject/GTK/etc. documentation from the documentation generated for WebKit. Now that there is online documentation available for libsoup3, we should do the same for it. Links should point to https://libsoup.org/libsoup-3.0/ Note that libsoup2 does not use gi-docgen itself for documentation, so we will only be able to link to Soup doc pages when using libsoup3. That is the case when building with -DUSE_SOUP2=OFF (the default)
