Apologies. I can reproduce, even with the fix for bug 228891.

Having some trouble reducing this, partly because the behavior in debug builds is different. It's a pretty heavy page with lots of JS and remote requests.

Also, translating the text says:

On Safari 14.1, the mouse wheel scrolls the outer container
Currently known information
1. The problem appears, on Safari 14.1, scroll through the roller with an external mouse vertically, and cannot scroll throughout the view.
2. 14.0 and the following versions will not have this problem
3. Remove the Table Overflow properties, you can scroll
4. Remove all of the Absolute / Fixed layout of the sub-block, you can scroll

but I can't find any absolute positioning here.
