Navigating to Blob URLs does not seem to work. The following tests fail only on Windows:

http/tests/security/mixedContent/blob-url-in-iframe.html
http/tests/security/contentSecurityPolicy/navigate-self-to-blob.html

Thank you for filing this bug. Can you please update Windows TestExpectations to point here? It would be almost impossible to find otherwise.
