This is going to be deferred until the investigation for <https://bugs.webkit.org/show_bug.cgi?id=175074> is completed, ImageDiff will likely no longer be built once this bug is completed.

Issue is still occurring. Most recent occurrence was with r233324 Debug on Sierra.
