JSCOnly should compile on Windows

Wow, great. I hope now JSCOnly works on Windows.
Since JSCOnly can be built on macOS without any configuration, it means that JSCOnly port becomes truly cross-platform port!

Almost there! The API test CMake stuff needs some changes to work properly. Then need to see if any changes need to happen to get the JS tests running.
