This is a followup to https://bugs.webkit.org/show_bug.cgi?id=117726 and https://bugs.webkit.org/show_bug.cgi?id=144492. We want to support synthetic oblique for vertical text, but not for CJK characters.

Darin reviewed this patch when I accidentally posted it to the wrong bug ( https://bugs.webkit.org/show_bug.cgi?id=118645), so I'm just going to land this one.
