fast/events/spatial-navigation/snav-clipped-overflowed-content.html is fragile since it assumes two down-actions will scroll the link into view/select it, but this depends on the font used. Adding another down action in the test breaks other ports that only require two down acitons.

This bug is about making the test fragility-free.

Anyways, although fragile it is still running fine, and then unskipped in r69654.
