Even if we fix all the blocking problems, if we convert our project files to Xcode 2.1 format, then building
on 10.3.9 won't be possible. We can cross-compile on 10.4, targeting 10.3.9.
And there are good reasons to convert our project files to Xcode 2.1 -- we want people to be able to
install Xcode 2.1 and make modifications to the projects.
