There is a long history of issues with the CEAC websites. The WebKit team has tried to contact them a couple of times without success. There is currently already a quirk handleCEACStateGovQuirks Bug 193478 Bug 267569 https://searchfox.org/wubkat/search?q=ceac.state.gov&path=&case=false&regexp=false The Quirk disable a specific behavior of Safari on the way focus is working. See Bug 193478 and Bug 267449 But bug reports are still coming in, so the quirks doesn't solve all the cases.
