Demonstration of bug

When the user:

a) has a touch-based Mac input device (such as the Magic Mouse or Magic Trackpad), and
b) the "Show scrollbars:" option within System Preferences --> General is NOT set to "Always"...

The scrollbars within an overlapped element "flash". An example can be seen within the attached bug.html.

This is undesired behavior if a web author wants to display an overlay upon initial page load which overlaps scrollable page content. (Example: the overlay when first visiting iCloud.com.)
