After r126534, the ref-test fails on Win. It looks like we are displaying seconds on Win but not on other platforms:

I will disable the ref-test on Win for now.

r126736 obviated the expectation linked to this bug, but I believe the bug may still be valid. For now I am removing the expectation to unbreak run_webkit_tests.py --lint-test-files --chromium.
