Local *.xht files are not supported. You can't open them with Safari though Finder, and you can't drag them into Safari. If you attempt to open the file thought the address bar it pops up the Finder window. RFC 3236[1] states that "xht" and "xhtml" are known file extensions currently in use for XHTML files. Therefore, *.xht files should behave just like *.xhtml files. [1]

I am 99% sure that file extensions are mapped via Mac OS X and/or the Safari application bundle, which means this can't be fixed in WebKit. Instead Apple must fix this bug. I would suggest refiling a "Radar" bug on
