I open this bug to track all bug reports that we have with unsupported fragment identifiers on passed URIs like test.svg#reference.

It seems unlikely there's much benefit in having a meta bug that's not had anything new added to it since 2012 when all but one issue (a refactoring bug) has long ago been resolved.
