According to flakiness dashboard it's more than 70% failing on Win dbg and 30% on linux dbg.

I reproduced the failure on my local machine, but I'm not sure the failure on the buildbots is same as what I reproduced.  This patch will fix the failure on my local machine.
So, I'll file another bug and repost the patch for it. Let's watch the bot result after landing the patch.
