Hit testing on some strokes seems to be broken on EFL/Cairo, causing svg/hittest/svg-ellipse-non-scale-stroke.xhtml to fail.

Failures are now on EFL & QT & GTK. This patch should skip the failing tests. I chose to skip instead of rolling out because it looks like Mac/CG and Chrome/Skia pass.
