These were added by David Hyatt in 2006 to track some non-upstreamed modifications to Cairo for the Safari Windows port. As far as I know, the Safari Windows port is using CoreGraphics now, so these files simply refer to the version of Cairo shipped with some very old versions of Windows Safari.
