We need LKGR logic in webkitpy, even if not exposed directly in SB. We are going to need support for various kinds of LKGR (based on different bots). Whether those are calculated by the python code, by some server, or by some JS somewhere (I think garden-o-matic has some similar logic) doesn't matter too much.
