When opening links from other applications, such as a mail application, they open in a new window rather than a new tab if the Toolbar is hidden when the 'open pages in tabs instead of windows' preference is set to either 'automatically,' or 'always.'

When the Toolbar is set to 'show,' links from external applications correctly open in new tabs.

Note: it did briefly start working correctly with no action on my part, but then started misbehaving again. I am unable to identify any conditions which may have caused it to temporarily resolve itself.

To reproduce:

1. Ensure that Webkit is set as the default browser so links from other applications will open in it by default;
2. Set the 'open pages in tabs instead of windows' preference to 'always;'
3. Hide the Toolbar;
4. With an existing window already open with a few tabs, open a link from another application, I've tried it with both Twitter for Mac and Sparrow.

The link opens in a new window, disobeying the preference that it open in a new tab. The correct behaviour is for it to open in a new tab in the existing window.
