The attached test case has an Emoji US flag which renders fine solo in a <text>, but is broken into four runs when positioning lists are used, causing it not to render.

I am able to reproduce this bug in Safari 15.6 on macOS 12.6 and the attached test case (repo) does not show any US flag emoji and similar is with Chrome Canary 105. Only Firefox Nightly 104 shows US flag emoji. Thanks!
