Skip running TestWebKitSettings till a bug in WKPreferenceCreate gets fixed - https://bugs.webkit.org/show_bug.cgi?id=70127. Without fixing 70127, TestWebKitSettings is crashing in debug mode - http://build.webkit.org/builders/GTK%20Linux%2032-bit%20Debug/builds/17723/steps/API%20tests/logs/stdio
