Make console panel <-> console drawer switch smoother. Errors filter scopeBar that appears in console panel and disappears in drawer mode make switching between modes look weirdly.

Comment on attachment 106168 [details] Patch What is the visible effect of this change? What bugs does it fix? I'd like to make things simpler and to remove animation as a whole when switching to console panel. Rationale: - it is error prone, we've seen many different issues with it - switching to a panel should be synchronous, immediate action (it is not a drawer).

This id obsolete now that we are removing this animation at all.
