This test is based on another media test. Does the other media test have the same behavior?

If you're referring to http/tests/media/video-load-and-stall.cgi, that appears to be fine.

As far as I can tell, this test has not timed out in the past month: http://test-results.appspot.com/dashboards/flakiness_dashboard.html#showAllRuns=true&tests=http%2Ftests%2Fsecurity%2FcontentSecurityPolicy%2Fmedia-src-allowed.html&group=%40ToT%20-%20chromium.org (very recent Vista/Win7 timeouts are due to http://crbug.com/88197)
