If you - set the above URL as the opening page, - size the window so that a vertical scrollbar appears, - exit and restart the scrollbar will not be drawn when the browser restarts. This only affects the Linux build of Chromium (not Mac or Windows). I have narrowed it down to the commit in the summary. Repros on my desktop and laptop.

Update: Regression present on Windows. Resizing the browser window brings the scrollbars back.

This sounds very similar to what r83914 fixed - do you have that patch in your build? It could be another similar bug.

I just changed my deps to move to r83914 and the problem still persists.

This is in fact fixed by r83914, Jonathan had a local error in his deps.
