Add functions which set hyperlink auditing. If hyperlinke is enabled, http://www.whatwg.org/specs/web-apps/current-work/multipage/links.html#hyperlink-auditing

HUmn... As I talked to Gyuyoung Kim personally, this setting should not be exposed to browser. Let's close this bug.
