I am unable to reproduce this bug based on attached test case in Safari 15.6 on macOS 12.5. Safari shows hovered thing getting larger and then going back when moved in between options and also going small. It is similar to other browsers. I think this was fixed along the way and this can be closed as "RESOLVED CONFIGURATION CHANGED". Thanks!
