I’ve yet to create a minimal test case, but you can reproduce the issue on
http://mathiasbynens.be/demo/html5-details-jquery
Just mouseover one of the <summary>s with a <progress> element in it.

This seems to work the same on all browsers, modulo brand styling of progress bars (which differ slightly between them).
