To reproduce: 1. Copy some text 2. Go to data:text/html,<textarea> 3. Click on the textarea 4. Press Cmd-V 5. Press Cmd-V The first Cmd-V works. The second (and subsequent) one doesn't.

Note that pasting from the context menu does continue to work in this case.
