Vertical scroll bars are not rendered in a useful form unless they have some minimum height that can only be determined empirically. This is a consequence of Safari's use of the native scroll bar, which does not degrade gracefully at small window heights. Camino 0.8.4, which also appears to use the native scroll bar, has the same problem. Firefox 1.0.4 performs better, though not perfectly. Test case to follow.

Created attachment 3911 [details] Test case Because of the nature of this bug, the test case may not perform identically on other machines. Pixel heights may have to be tweaked to see the behavior it describes.

Probably we can close this bug. As the visual design of scrollbars have changed. Given the time of the bug, it's probably when scrollbars had little arrows at the bottom and the Aqua style blue bubble.
