Bug 46837 – On Windows, select:focus combined with webkit-animation causes select options to appear unselectable

What steps will reproduce the problem?
1. Click select box
2. Attempt to select an option
3. Scroll mouse slowly over options to exaggerate problem

What is the expected result?
Should behave like Chrome or Safari on OSX, allowing you to highlight and select an option.

What happens instead?
Highlight jitters between whatever the currently selected option is and the option being moused over.
