This issue is only partially resolved.
when editing a page in TinyMCE (the most widely used CMS) the issue still exists.
I tested today with the latest nightly build.
here are screenshots of what's happening:

let me know if you need access to my CMS for testing and I will email it to you because obviously I do not want to put my CMS log-in info on the web.
