Top Sites is a Safari feature, not a WebKit feature, so this is not a valid WebKit bug. See <http://webkit.org/blog/101/> for more about the distinction between the WebKit engine and the applications that use it. You can file bugs against Safari at the Apple bug reporter at <http://bugreport.apple.com/>.
