[UsedStyle] Handle border widths
https://bugs.webkit.org/show_bug.cgi?id=327372
Summary
[UsedStyle] Handle border widths

Reported

A zero border width for border-style none or hidden is a used-value effect (css-backgrounds-3, csswg-drafts#11494). Move the used border widths from ComputedStyle to UsedStyle, which returns them zoomed and snapped to device pixels. Formatting-context adjustments, like collapsed table borders and fieldset legends, stay in RenderBoxModelObject::borderTop() and friends. Code without a renderer, like style comparisons and themes, uses Style::effectiveBorderWidths().
