Summary
website: Add "meta-guidelines" to the style guidelines page

Several individuals liked Maciej's proposed "meta-guidelines" describing when it's okay to consider changes to the WebKit style guidelines. See his post below and subsequent responses:
https://lists.webkit.org/pipermail/webkit-dev/2009-December/010932.html
Some people suggested including these points on the style guidelines page itself. This report is a placeholder for that suggestion. I also added some minor clarifying comments to his proposed wording:
https://lists.webkit.org/pipermail/webkit-dev/2009-December/010942.html
Finally, I also think it's worth clarifying somewhere on the page whether the guidelines are "rules" or "guidelines". I believe the answer is that the guidelines are "rules" -- though there is nothing stopping any of the rules from using the word "may," for example.
