WebKit's copy of fetch/local-network-access was behind upstream. Re-imported at web-platform-tests a1e944e7a879854494e1a041a8ad1e4a8ae28ab1, which drops the CSP treat-as-public-address variants that upstream removed in 2b6461129fc4 and adds service-worker-background-fetch.tentative.https.html. Feature work for https://wicg.github.io/local-network-access/
