See repro under https://github.com/whatwg/html/issues/12803 And WPT tests: https://github.com/web-platform-tests/wpt/pull/62160 history.length is not increased for a same URL navigation for browser UI, but navigationType is reported as replace https://github.com/whatwg/html/pull/12824
