The fixed test (that makes use of the correct Page agent from the correct target) when run under stress seems to have caught some flakiness in our new implementation where a resource may be double-reported if it's cached. Taking a deeper look

Oh, the double-reporting is tracked in Bug 188287, and Devin has a PR out for that: https://github.com/WebKit/WebKit/pull/69446
