Fails on GTK x86_64 Debug 5/19 in the last 20 builds. Other bots are clean. Gardening: adding a GTK Debug-scoped Failure entry.

imported/w3c/web-platform-tests/pointerevents/pointerevent_setpointercapture_relatedtarget.html now passes reliably. wktesthunter reports 100% PASS with a 0.0% flakiness factor at both --depth 500 and --depth 250, and flakyhunter independently listed it as an expectation to remove. The stale expectation was removed in the gardening pass webkit.org/b/322027.

Reopening: this is failing intermittently again on the GTK x86_64 Debug bot, with the same symptom (an extra pointerover@target0 logged after lostpointercapture).
