We should add a check for the `rebuild_without_change_on_builder` property to RunJavaScriptCoreTests so that if a tester is triggered by a builder with this property set, it will download the clean tree build product instead of compiling it locally. This will match what we've already done for RunAPITests and RunWebKitTests.
