REPRODUCTION:
I was able to reproduce this on iOS 26.4 release ToT with the following with 3 simulators in parallel:

run-webkit-tests --force --no-retry --no-show-results --iterations 500 -f --ios-simulator --release fast/scrolling/ios/scroll-into-view-smooth-after-snap.html

I am going to mark expectations while this pends investigation.
