3 imported/w3c/web-platform-tests/css/ tests are a constant IMAGE failure on mac Sequoia x86_64 since bringup.

The tests fail on the earliest available Sequoia build through the current build.

This issue can be reproduced using the command:
run-webkit-tests --no-build --no-retry --no-show-results --exit-after-n-failures=1 --expect-pass --iterations=1000 --force --debug imported/w3c/web-platform-tests/css/css-view-transitions/new-content-root-scrollbar-with-fixed-background.html
