rdar://175689753 Starting with gnu23, <stdatomic.h> becomes compatible with C++: see https://gcc.gnu.org/bugzilla/show_bug.cgi?id=60932 This fixes some persistent issues we've been having since the introduction of MAR (which is written in C++ but includes internal libpas headers).
