See https://w3c.github.io/mathml-core/#the-a-element and https://github.com/w3c/mathml-core/issues/312. `a` is rendered as an `mrow` after https://bugs.webkit.org/show_bug.cgi?id=290625. Next step is to deprecate `href` in all other MathML elements using a preference. Tracking in Firefox: https://bugzilla.mozilla.org/show_bug.cgi?id=2026848.
